The drunk, off-duty police officer in Phuket who has caught on camera shooting and beating a noodle vendor on Bangla Road is now facing attempted murder charges as well as charges of carrying a firearm in public without a necessary reason and firing a weapon in a public area. The commander of the Phuket police station said he ordered investigators to prosecute the officer Pornthep Channarong with every criminal charge that can be applied. The officer had gotten into an altercation just before dawn yesterday and shot a young vendor who was walking by. Surveillance camera footage show the 25 year old suddenly falling to the ground after being shot. The officer walks up and shoots the vendor at a close range, but it appears the second shot did not hit the vendor. The officer also slapped the vendor in the face, picked him up and shoved him over, and then kicked him as he lay on the ground. The vendor has a 4 year old daughter and 3 month old son. His wife says normally he works as a motorbike driver, but he was helping his mother selling noodles. He was shot while he was walking back from collecting a noodle bowl, she says. The vendor is in critical condition and being cared for at Vachira Phuket Hospital’s intensive care unit. He’s in need of Type B blood. “For his condition, the doctor told me that the bullet went through his lung. He lost a lot of blood. We need a lot of Type B blood for him.” A disciplinary investigation into the incident was launched by police and Pornthep was officially dismissed from the Royal Thai Police force. Region 8 Police Commander Kitrat Panpetch says the incident does not reflect the police force in Phuket. “The incident was caused by an officer who did something wrong that our organisation does not want. We are a big organisation with more than 200,000 officers under our control. Our officers are not all bad like this.” Phuket Provincial Police Commander Pornsak Nuannu says he has reminded the police chiefs across the island to discuss reasons for carrying firearms in public. “Carrying firearms is to prevent any type of crime that may happen, not to commit a crime by themselves like this incident. Pub bosses say they’re relieving knowing when they’ll be able to trade and reopen under the roadmap out of lockdown. From April 12 at the earliest pubs and restaurants will be allowed to reopen their outdoor areas and takeaway alcohol can go back on sale. There will be no curfews or “substantial meal” restrictions on pubs reopening from step two, Prime Minister Boris Johnson confirmed as he unveiled the roadmap out of the coronavirus lockdown. This will follow the rule of six and households being able to mix outdoor being reintroduced in late March. From May 17 at the earliest, indoor mixing will be allowed with the rule of six and pubs and restaurants will be able to reopen. Ezra Watson, who manages two bars in the city, said there was a “sense of relief and a bit of optimism”. The manager and licensee of Six Barrel Drafthouse, in Carlton Street, and Bunkers Hill, in Hockley, said: “It’s clarity from the Government and this is what hospitality, among retail and leisure, have lacked so much. “That’s why there’s this sense of being relieved and optimism from myself, my partner and the staff. “We’ve got dates – yes we know these dates can move but we’ve got dates to work to. “It’s the whole country, it’s not different tiers. “For hospitality, for food, for drinks, everything has a kind of a life, a time, a period. “Knowing that they’re not going to change anything now for five weeks, obviously this period they’re putting in to rightfully listen to the science and pay attention… we all know those dates. “We all can be ordering beer.” The 29 year old said he wanted to get the “staff working as much as we can”, adding: “Six Barrel will do takeaway. “Bunkers Hill, unless they really change, probably won’t operate until May 17 and the indoors rule of six. “Both just reopening fully as and when we can.” Simon English, who runs the Tappers Harker, in Long Eaton, added: “I think we’re all relying on really good weather in April. “That is what it boils down to, to make it cost effective to bring your team all back to work. “It’s really weather dependent. Waymo, the autonomous driving unit of Google parent Alphabet, said Wednesday it would begin testing its driverless ride-hailing service on the streets of San Francisco. The move expands the testing for the autonomous vehicles, which have been in use in the Phoenix, Arizona area since 2017. The first tests will be with Waymo employees, to gain feedback before expanding to more riders. Waymo has improved its technology, which will be used for “tackling the city’s iconic topographical variety — from rolling hills to sandy ocean highways, tiny side streets to huge freeways, bike lanes to tram tracks, and everything in between,” a company blog post said. The company said it has improved its lidar vision system — which uses lasers to detect surroundings — as well. “Our highly sensitive cameras can spot traffic lights changing at a long distance… And our cameras and lidar can instantly spot a jaywalker sprinting across our path and act appropriately,” the statement said. Pentagon officials said Wednesday that about one-third of the US military are declining to receive the Covid-19 vaccine, despite significant coronavirus infection levels in the forces. A ‘dated’ pub in the heart of Beeston is looking for someone to take the wheel as plans are revealed for a major transformation. Nestled in an area that has had significant investment and changes over recent years, The White Lion in Middle Street, Beeston is set for a complete overhaul. Plans have been revealed by owner, Star Pubs & Bars, for a £481,000 refurbishment to breathe new life into the pub. The plans are subject to a final board approval once a lease agreement has been made with a new operator. But with Beeston high street’s new eight-screen cinema and 132-home apartment complex being built just a stone’s throw from the pub, owners believe ‘foot-fall is ever growing’, making it an exciting opportunity. A planning application has been submitted to Broxtowe Borough Council to carry out a full refurbishment of the premises, both inside and out. The design proposals include an upgraded kitchen with extension and a redesigned serving area to match plans for a premium food and drink offer. The main bar area will be completely refurbished and the lounge space will also be redecorated with more stylish designs. Space for more customers will be added at the rear of the pub, where the existing toilets and storeroom will be removed and relocated. The kitchen will be extended and redecorated throughout, with new appliances and equipment to suit the proposed new menu, whilst creating a bigger space to cope with the additional covers. The existing beer garden will be refurbished to make the space more welcoming and can be accessed through new aluminium bi-fold doors which will also replace ground floor windows. The external area and signage will be refreshed to enhance the pub’s kerb appeal and highlight the new and improved offer to passing customers. A new metal feature porch will illuminate the entrance to a more contemporary interior design including aged leather and bright fabrics. To freshen up the outer appearance, pictures show new timber cladding to contrast with a more vibrant teal colour, along with more eye-catching signage to welcome visitors. Residents in Mansfield have had their say on what they would like to see replace a number soon-to-be vacant stores in the town’s shopping centre. Topman, Topshop and Debenhams are all set to shut their doors permanently after rescue packages were revealed to save the brands – but not the high street stores. Separate deals for stores including Dorothy Perkins and Burton are also on the cards, meaning as many as five major shops in Mansfield could be on their way out. The news has been described as a “major blow” for the town, adding to the list of major high street names disappearing from the town centre. Commenting on the Mansfield Live Facebook page, readers have given their thoughts on what should replace the vacant units – with some very creative suggestions. Hilary Canham said: “Use one of the empty department stores (BHS, Beales or Debenhams) as an indoor area for pop up shops. “Then local makers could regularly display their goods and we would all benefit.” Creative ideas such as indoor attractions inside the Four Seasons Shopping Centre were a common theme amongst the comments. Jenn Robinson said: “They should turn it into an entertainment centre like the one they have in Sheffield. “Laser quest, crazy golf, escape rooms etc, with a food court in the centre. “That would bring people into the town centre again and bring back more jobs.” Sally-Ann Bowen agreed more could be done to drive people into town with attractions similar to other areas. She said: “Debenhams as a food court, like Oasis in Meadowhall, cheaper food downstairs, Giraffe, Zizzi, etc on first floor, then a huge all you can eat restaurant on the top floor. “In Beales, get craft shops, boutiques, baby wear shop, can have all different small shops in there, this would cater for everyone, and also a soft play area and a cafe in there.” But some had other ideas centred around getting people back into the town centre. Elaine Lamb thinks the town centre needs supermarkets to bring more customers into the high street. She said: “Get the supermarkets back into the town centre, that’s where we lost the footfall that the small shops rely on.” Jayne Bennett agreed, adding: “A small Aldi, so you can pick something up for tea while in town instead of having to go somewhere out of town after.” Many other people commented about concerns with business rates in the town centre. Teresa Wass commented: “H&M or The Range, but most of all reduce the rates charged and encourage people to want to shop in Mansfield because it’s a dying town. “We don’t need more shops built as we have too many empty ones that you can’t fill as businesses are crippled with high rates . Common sense needed.” But Tim Whitworth is less confident, thinking the writing is “on the wall” for Mansfield. He commented: “For any business to survive it needs support. “Mansfield failed to see the writing on the wall and gave permission for loads of out of town developments of large tin sheds. “The town centre started to decay more than 20 years ago. Ten years ago we were hearing of empty shopping centres littering the United States. It was just a matter of time. “It may now be too late to regenerate the centre with ‘high street shops’ because it appears they have now lost out.” What do you think should happen to the stores? The government gave the hint in reaction to new COVID-19 protocols the countries announced for incoming travellers. Both countries recently requested that passengers from Nigeria must carry out a PCR test four hours before departing the country. “For us, passengers do the test 72 hours before departure and then the PCR test and the PTF recognises the rights of all countries to put in measures to protect their citizens just like Nigeria has done. “If they insist on having these additional tests being done, then PTF has decided that their operations will be suspended into Nigeria,” Nuhu said. The NCAA boss noted that UAE, Netherlands, other countries or airlines would not determine for Nigeria, who to approve or how these test would be done. Governor of Ebonyi State and the Chairman, Southeast Governors Forum, Dave Umahi has reiterated the ban on open grazing in the region. Nnamdi Kanu, the leader of the Indigenous People of Biafra, IPOB, had at the weekend given the Governors in the region seven days to join their South West counterparts in banning open grazing. But the Governor, while reacting to Kanu’s ultimatum, disclosed that the Governors did not just stop at banning open grazing but also restricted the movement of cattle by foot. There has been a breakout of Covid-19 among staff at a GP surgery, the NHS has confirmed. Brooklyn Medical Practice, in Mansfield Road, Heanor, has had multiple members of its administrative staff test positive for the virus. The NHS has in response said the practice shut itself to non-urgent calls on Saturday, January 30, and told people registered there it would only be dealing with “urgent clinical matters”, Derbyshire Live reports NHS Derby and Derbyshire Clinical Commissioning Group (CCG), which the surgery is part of, has said there is no risk to patients who do have to go into the surgery. In a statement released on Monday, February 1, a spokesperson for the CCG said the site had been deep cleaned and no one was seriously ill with Covid. “Staff at Brooklyn Medical Practice decided on Saturday to close the practice to non-urgent calls, due to an outbreak of Covid-19 among its administrative staff,” they said. “No booked appointments were affected and no clinical staff have tested positive. “Several administrative staff did return positive tests late in the week, including some who were asymptomatic. Thankfully, none of the staff who tested positive have developed serious symptoms. “The practice brought in a specialist team to conduct a thorough deep clean on Sunday, and no clinical staff have tested positive. Patients can be assured that attending booked appointments at the practice is safe.” The spokesperson added that although calls had been diverted to 111 on Monday, this was no longer the case on Tuesday, Feburary 2. “The decision has not affected any booked appointments at the GP surgery, but it did mean calls to the practice were diverted to NHS 111 on Monday,” he said. “Staff will be able to take calls again on Tuesday, and a neighbouring practice is also working with the team at Brooklyn to provide administrative support later this week. “Staff are doing their utmost to stay open to provide essential services for patients, despite the impact this has had. Neal Ardley confessed Wes Thomas’ departure from Notts County was best for all parties as he admitted he did not think the striker would play again for the Magpies this season. Thomas left the club on Monday after Notts “reluctantly accepted” his request to terminate his contract due to family reasons just several months before his current deal was due to expire. The forward’s departure came just weeks after Ardley revealed how the former Bournemouth forward had refused to train with the first-team squad due to his concerns over Covid. That had led Notts to create a bespoke fitness programme for Thomas in a bid to keep him fit in the hope he would return to action when he felt it was safe to do so. But an agreement was finally reached for the striker to make his exit and Ardley said it was the right move for both the player and the club. “It was one of those situations which was a difficult one,” he said. “It became apparent that it was not going to go away anytime soon and was just going to linger on. “We had to try and have a conversation in what was best for the lad, his family and the club. “I don’t think we would have seen Wes playing for this club again because the situation was not going to resolve itself before the end of the season. “There’s always an agreement that has to work for both parties. That’s for the people above, but it’s the right thing for both the player and the club.” Notts’ statement confirming Thomas’ departure read: “We have reluctantly accepted Wes Thomas’ request to terminate his contract. “The forward, who joined us in 2019, cited family reasons behind his decision and departs with our best wishes for the future.” Thomas played a key role in helping Notts finish third in the National League last season as his 12 goals helped them finish in the play-off positions. But he has made just four appearances for the club this term, but made an impression in the 3-1 win over Altrincham when he set up two goals for Kyle Wootton. However, his progress was halted when Covid ripped through the squad and then he suffered with a kidney stone. Approximately two hours before kick-off, a social media post from a Notts County fan underlined why football is providing much-needed respite from the coronavirus pandemic. “Looking forward to watching the Pies tonight,” he wrote. “Some welcome relief from the monotony of life in its current form. Have a feeling we will see a 4-1 win.” Adrian Rawden was eventually rewarded with the victory he wanted, but it was nowhere near the emphatic rout he had predicted to his followers. It was tense, it was hard fought and it was not until Kyle Wootton popped up with two late goals that Notts could celebrate moving back into the play-off positions. Notts’ victory over Solihull Moors was never a classic, but it at least gave the fans a welcome 90-minute breather from the bleak headlines surrounding Covid-19. “Football is keeping a lot of people sane,” said manager Neal Ardley afterwards. “It’s tough and there’s a lot of people including my own family who are struggling with everything that is happening. “I am living away from them during this period and I am struggling too. “If we can keep football going, and if it’s safe, then at least it’s something to look forward to on a Saturday afternoon or Tuesday night.” But for fans of Notts and National League sides up and down the country, the small pleasure of still being able to invest in their local team’s fortunes may yet be taken away from them. This week clubs will be asked whether they want to scrap the season after it emerged a that a critical finance package worth £11m to keep it going would be in loans instead of grants. Desperate attempts are being made to try to convince the government to change their stance, but they are so far unwilling to budge leaving the fate of the league mired in uncertainty. Clubs have already stressed they would not be able to commit to loans despite the generous interest rates, so the choices which remain are either to play on or make it null and void. With no cash coming in while games are being played behind closed doors and streaming not enough to pay the wage bills on its own, it is feared the latter will be the preferred option for those clubs whose financial resources are already at breaking point. And should the league become null and void, it is highly unlikely that points per game will be implemented given less than half the season has been played meaning promotion and relegation would be abandoned. That has left clubs like Torquay, who are top of the National League, and Notts, who also have ambitions of winning promotion, anxiously awaiting further news. For the time being the show goes on, but Ardley remains optimistic a solution can be found that will avoid three months of hard work being wiped out. “I get why teams aren’t happy with the funding but the National League needs to find a way to try to come through this,” he said. “At the moment our chief executive Jason Turner doesn’t seem worried and he thinks we’re going to be okay. “I don’t know the reasoning behind him not being worried, but I feel like there’s a lot of teams in our league who want to finish the season and want to find a way of doing that. “Whether it’s different in the leagues (Conference North and South) below, I don’t know. It’s out of my control and I don’t want to worry about it because that might change the way I lead from the front. “I need to be believing that we’ve got two thirds of the season left. That’s what I said to the players. “I told them don’t worry, just keep chipping away, keep that points total going, keep churning out performances because this season if it does finish is going to be a war of attrition for the amount of games we have to play. “We’ve got to be prepared and ready for that. “But we want to finish the season full stop. I’d like to think there’ll be quite a few who will want to as well. “I have spoken to a few other managers in passing and that seems to be the attitude of most. As always, the integrity of the competition needs to be right. “I’m sure there will be a few down the bottom that want it to end and that’s always the way. But hopefully everybody will will try and finish the season because it’s the right thing to do if it’s safe. “I know there has been talk of PPG if it does end, but we’ve played less than half a season. It would be ridiculous. “It’s just not something I can see happening.” At a time when many have argued this is the toughest period of lockdown yet, it is not just the balance sheets that clubs have to be mindful of when it comes to their decision making. Many UK supermarkets banned people from their stores earlier this month who were not wearing a mask without an exemption card. Asda, Tesco, Morrisons, Sainbury’s and Waitrose are among those which put the ban in place. However, there are exceptions to the rule, and some people with a medical condition are exempt, report The Mirror. The government currently says you don’t have to wear a covering if you have “a physical or mental illness or impairment, or disability” and would experience “severe distress” from doing so. This includes: To eat, drink or take medication If you are travelling with someone who requires lip-reading or reading facial expressions, wearing a mask will not be compulsory. The new rule will not apply to retail staff, but will apply to all members of the public. Children under 11 are also exempt. What is the face mask exemption card?The Government says you will not be asked to show written evidence if you’re not wearing a face mask – with supermarkets and shops urged to be mindful towards those who may have special circumstances. However, exemption cards and badges are available if you’re worried about being stopped. This is a personal choice, and is not necessary in law. It’s in the form of an e-document that you can save on your phone. The charity Hidden Disabilities has also created a face mask exemption card for anyone with the right requirements to be exempt from the law. This card simply indicates that you have a hidden disability, illness or impairment and have a reasonable excuse not to wear a face-covering. The card costs 55p, but could provide you with the peace of mind in case you are stopped.
